Every utility with a smart meter lets you download your own interval usage as a CSV. It's free, it's yours, and it takes two minutes.

SDG&E
Account → Energy Use → Green Button Download. Choose the 15-minute interval option and a date range.
PG&E
Account → Green Button → Download My Data. Pick the interval (hourly or 15-minute) export for your date range.
SCE
My Account → Green Button → Download My Data, then choose the interval CSV export.
